More than 99% of users use NTFS file system for their disks. Other formats (like exFat or FAT32) are widely used for removable media, such us: USB drives or FLASH cards.
Quick mode was made especially for NTFS disks, because structure of this format makes possible to quickly find and replace headers of deleted files. Unfortunately, other disk formats require full processing to prevent recovery of already deleted files.
In other words - quick mode is a benefit of advanced NTFS structure. This disk format is very convenient for work and convenient for processing. Other disks formats have much simplier structure, but simplicity does not allow to work with them faster.
